Additional to Reinder and Joe's calculations, Ichiro Hasegawa has also
made such calculations, although I haven't seen his paper.

The orbit of C/1999 J3 (LINEAR) does indeed appear to be a returning
comet.  This cannot be judged for certain from an osculating orbit with
epoch near the perihelion, but Syuichi Nakano has calculated the original
orbit (basically the orbit prior to entering the inner solar system) which
seems fairly secure and suggests this comet has been through the inner
solar system before.  Syuichi calculated 1/a(orig.)=+0.001142 for those
interested.
