OK, here's the info for Tulsa.
Radiant rise (In the head of LEO) is about 11:28 PM. (I use SAO 81154 as
the reference). Based on discussions today, and previous calculations by
Jim Richardson, the earliest Leonid meteors can possible be seen would be
earth grazers, right on the eastern horizon about 40 minutes before radiant
rise, but these would have to be spectacularly bright, since there are
about 8 magnitudes of extinction due to the atmosphere...i.e a -4 meteor
would appear as a +4 since it's almost 1200 km away. About 20 minutes
before radiant rise, they would be visible above the horizon, over 500 km
away, therefore about 5 mag extinction so a -1 would appear as a +4. During
the last 20 minutes the whole overhead sky opens up for visiblity, and
atmospheric extinction decreases. However, observed rates still would be
only a fraction of the ZHR (<10%) so that would almost require that the
storm be still going on in order to see more than one. Oklahoma is over one
hour further west from the east coast, therefore further removed from the
predicted storm max at ~ 0200 UT (8 PM CST). So while there's not much
cause for optimism, you would hate to hear about it on the news the next
day if you didn't look, right? :-)
