Absolutely true, if you photograph perigee and apogee, and compare the 
photographs - thats when you will notice the difference.

 Perigee swings between new- and full-moon, this takes (if i'm right)
 approx. 8 years. >>

One revolution of the moon is slightly less than 30 days. So the swing 
between full and new moons is only 14days.  If you go to a Perigee/Apogee 
Calculator (<A HREF="http://www.fourmilab.ch/earthview/pacalc.html">http://www
.fourmilab.ch/earthview/pacalc.html</A> ) you will see that each happens once 
a month or so.
