    In every year, there is at least one full Moon that coincides (or very 
nearly so) with perigee and a new Moon that will also closely coincide with 
perigee (they are usually spaced about six months apart).  In most years, the 
closer perigee goes to the full Moon, although there are some years (July 
1991 is a casew in point) where the closest perigee of the year aligns with a 
new Moon.
