Wouldn't the natural upward dispersion of heat from the light source itself have something to do with it? 

As suburban Chicago resident, I'd truly love it if someone on this list can come up with a way to diminish or reduce that omnipresent foggy streetlamp glare so that I don't have to make a two or three hour trip each way just to enjoy my favorite pastime. 8-(
