If you look at http://iwin.nws.noaadot gov/iwin/images/ecirloop.gif now (Noon EST, 1700 UT) you can see a mass of low clouds over the Tex/LA border region. BTW, I should point out that the times of the images are on the top edge and are in UT. so 1745 UT would be 12:45 PM EST, 9:45 AM PST.
