RE: (meteorobs) streetlights in the cold....
No, it is not random...the flat crystals align themselves biased toward
being parallel with the horizon. Why? I can't tell you that at the
moment...more research required, but that is the facts of life.

I don't agree. If this effect was due to suspended ice crystals wouldn't
it
be seen as a halo around the light. Surely the distribution of ice
crystals would be random or close to it. Isn't this effect, higher up,
called noctilucence? I am not sure of the term. Additionally, if you
have ever looked at a street light through a tree covered with ice what
you see is an effect that looks like giant spider web. If you shrank the
reflections down to the size of a suspended light crystal what you would
get would be a halo. If you extended your drawing out to three
dimensions that is also what you would get.
