While Jeremy's minimum criterea are correct in defining two planes, these
can be defined with one less number for each observer.  The minimum for
each observer is Az, El and Zenithal angle of the path.  This defines a
great circle.  However, this is just nitpicking, the essential
requirements are as Jeremy states, multiple reliable sightings and really,
more than anything else, some objective measures, like from video
recordings or photographs.

As Jiri has commented and I have found from my own experience, even with
many eye-witness sightings, the trajectories seem to be way too low in the
atmosphere.  It seems that eye-witnesses tend to grossly underestimate the
angular elevation of fireballs.  Next bright one I photograph, I'll try to
calibrate the sorts of errors involved.
