    Pennsylvania is the antithesis of Vermont.  In Vermont, back in the 
1960's, a bill was passed that prohibits any large roadside billboards 
statewide.  This in contrast to Pennsylvania -- especially the Poconos -- 
where you might have several billboards erected over a relatively short 
expanse of roadway (one might actually "eclipse"  the others . . . that's how 
closely they are positioned to each other).
