In general, Ted, if you have a question about when a well-known shower like the
Ursids will peak, or where EXACTLY their radiant is, and how FAST or SLOW they
are (ALL VERY IMPORTANT in proper shower identification!), I highly recommend
the official Web site of the International Meteor Organization:

And as Joe mentioned, EST = UTC-5, while EDT (Daylight/Summer) = UTC-4! :)
