Daniel,
I think I have misled you.  I'm not claiming a factor of two with these
old predictions, but a presumed fit accomodating the non storm years.
Clearly this is just a guess, but the success of Lyytinen using a similar
technique (fitting the observed ZHRs to dust trail parameters) suggests
this can be done.  Once I've attempted it (which I won't have time for
for some weeks) I'll know how reasonable this is.

Although it won't really change anything, the dust trail ZHRs are for the
dust trail only.  The observed ZHRs have a background component in
addition to the dust trails.
