Solar activity interacts with the geomagnetic field, affecting 
ionospheric propagation. This is limited to frequencies below about 
50 Mhz, ie. "shortwave radio". Most meteor scatter radio 
observations are made with higher frequencies (VHF), which should 
be unaffected.
