IMHO if an observer has to struggle to occassionally glimpse a 7.5 star  I 
don't think the observer should report the  7.5 star.  The way I've always 
reported was either I saw the star or I didn't. 
If I *think* a star is there, or I *may* see it for a moment, it doesn't get 
reported and I'm left with whatever brighter LM is next on the list.  We're 
out there doing this for ourselves, there's no point insitting out there in 
the cold and dark kidding ourselves just to get a fainter LM to report a 7.5 
back to meteorobs.   Again, just my 2 cents.
