For any who have Web access but don't have a plug-in to read PDF 
files directly, Adobe has a Web form that will convert an online PDF 
file to HTML (and an e-mail submission tool as well):

 http://access.adobe.com/simple_form.html 

All you do is put in the URL of the PDF file, in this case:

 http://see.msfc.nasadot gov/see/2001_city_visibility.pdf

It does not keep a nice layout but does at least provide the content.  
(Perhaps permission could be gained to host a non-PDF version?)

There's a French-language version of the PDF-to-HTML form also.
