Yes FM will bounce off of the moon, but not well, and even if it bounced
well I doubt there are commercial receivers sensitive enough to pick up the
reflected signal.
You are probably experiencing VHF propagation effects that are uncommon but
not unheard of.  My guess is that you are between those two cities and that
your antenna is perpendicular to a line drawn between them.
I also guess that the recent solar storms are contributing to this.
I suppose it is also possible that if a meteor trail reflects the signal in
the right way, you could get the same outcome, but of course only
momentarily.
If it is propagation effects, then there may be long periods of such.  OTOH,
such propagation is not common.
