The first edition of the IMO handbook states:

"r-Values can be read straight from the magnitude function Ö(m), which is a 
relaible method but requires a lot of calculating and explaining. All 
details are published in the Technical Notes of I.M.O."

I will check to see if the second edition can shed anything else...
