This is not exactly what it means. In all cases it is desired
to have a clearly defined level of sporadic meteor activiy.
This means a fixed list has to be used by everyone. Of course
not all showers can be considered. The total number of meteors
showers cannot be defined. 

If some showers WHICH ARE in the IMO list, are collectively
separated from the sporadics but not discriminated
individually, they are stored as DIV. So the sporaddic
activity level remains unaffected by minor showers (in the
sense of the IMO list, again). 

The most prominent example are the Aquarids. If you report
just Perseids and Aquarids, the Aquarids will be stored as
DIV, because the individual information on the showers is
lost, while the sporadic background level is likely to be
representative.

Since the "Aquarids" are are heterogeneous collection of
showers, it's not worth saving the information "AQR" as
a distinct shower activity.

In your reports, don't care about DIV, they will be 
assigned to data wherever applicable on input.
