If it's of rocky material and explodes in the atmosphere like a lot of the other objects seen by our military satellites, it probably could easily reach -25. I believe the one's that have were a lot smaller than 20 m wide? I think 1 or 2 of these of this magnitude occurs per year? The rest are probably in the range of -15 to -20.
