    I saw it as elongated in a 20" at WSP, but it was really tough.  Tom
Lorenzin and I saw it as elongated in completely opposite directions!  Later
Tom told me he had Stephen O'Meara take a look.  Stephen agreed with me so I
felt vindicated.
    The funny thing about observing it then was that I had just climbed down
from observing Jupiter through Tom Clark's 36" Yard Scope (nicest optics
I've seen in a big scope).  Then Tom L. asks me to have a look at IC 4617.
I said, "You've got to be kidding!"  Looking at Jupiter in Tom's scope was
like looking at the moon in a small scope.  I felt blind!  I was sure I'd
lost all dark adaptation in my observing eye.  Surprisingly, I could pick it
out.

the little IC galaxy between M13 and NGC6207, and we got the chance to see
it in the Big Eye... It actually appeared elongated in the 36"!
