I'm not too good with these orbital calculations etc.  But the Draconids that
I observed had the looks of moving with a velocity  near that of the
Perseids.  I simply call these Very Fast.  I've equated this apparent motion
to the velocity range of anything over 50km/s.  I understand the km/s
velocities listed in books are relative to that to that of  the
earth...geocentric.  I don't think it would matter which direction it is
coming if the velocity was relative to the earth.  In this case, anything
over 50km/s would appear very fast. This is what I saw. I believe you might
be talking about Heliocentric velocities...which I can't judge really. Maybe
that's where some of the confusion is coming in?  But you can bet I will be
using my rotating shutter this time next year should a brite one crosses the
camera's field.
