The particles are retarded by the solar "atmosphere" going into a lower
and faster orbit.  With a lower faster orbit they arrive earlier than the
comet.  The density of the stream seems to become more variable also when 
the comet is nearby.  For example the old Perseids were very uniform, but
the comet told some who were watching closely that Swift-Tuttle was on the 
way back.  Some particles are also boosted by the solar wind and arrive later.
