Even Leonid Fireballs overhead are ~ 80 km (50 miles) above you. At the horizon they are hundreds of km or miles away.

They would still be at least 20 miles away, if they were glowing, so
probably the difference in altitude probably doesn't mean much. But,
maybe atmospheric conditions have some effect, I don't know. I once
was with a group of about 15 people when a bright fireball occurred. One
woman in the group said that she heard a "hissing", but no one else,
including me, did. It's a mystery, although there are a couple theories
floating around.
