We now know that the occurrence of Lyrid outbursts is a function of
the planetary perturbations on a 1-revolution comet dust trail.

The old idea of clumps of dust in shorter orbital period orbits was
proven wrong with the observation of the 1995 alpha-Monocerotid 
outburst, which was proven to be due to dust in a long-period comet
orbit. On the other hand, some clumping of dust trails occurs 
due to planetary perturbations of the particle orbital period
(some stretching and compacting), by keeping particles trapped in
orbital resonances, and by loss of particles in close encounters with
the planets.
